Trump's Progressive Alarm Misses The Continent's True Danger: Economic Decline.

Donald Trump's security policy document presents a misguided view of the European Union. It claims that open-border policies and so-called "progressive" policies represent an existential threat to European civilization. Yet, this perspective is based on a serious misreading of the situation. The actual challenge confronting the EU is not cultural but economic and technological backwardness.

The Stark Growth Divide Separating Europe and the US

Statistics paint a stark contrast. Between 2008 and 2023, US GDP grew by 87%, while a mere thirteen and a half percent increase for the EU. Over this period, EU GDP per capita dropped from 76.5% to just half of the American figure. Strikingly, even Mississippi now has a greater average income than several leading EU nations like Italy and France.

Today, about 50% of the global top fifty technology firms are US-based, while only four are from Europe.

The Technological Deficit: A Critical Question

This widening economic gap is driven by stronger productivity growth in the US, fueled by technological innovation and better use of resources. The scene of global tech dominance is decidedly US-centric. Over the past fifty years, hundreds of American startups have grown into enterprises valued at over ten billion dollars, compared with only fourteen in Europe.

This gap prompts a pressing question: As the competition for future industries like semiconductors, AI, and fusion energy, where does the EU positioned? Experts widely agree it is essentially a two-horse race between the United States and China, with Europe starting at a significant disadvantage.

Root Causes of the Continent's Innovation Gap

Several key factors explain this technological divide.

  • Venture Capital: The United States has a much more robust and agile network for financing new ventures. The EU still lacks a true capital markets union, a factor that caps the scale of emerging companies.
  • Bureaucratic Hurdles: Complex and divided regulation hinder Europe. A American entrepreneur can introduce a service under a single regulatory framework to access a market of over 330 million. The European Union, despite a larger population size, is divided among 27 different national regimes, creating huge internal barriers.
  • Mindset Differences: Attitudes toward entrepreneurial failure vary greatly. In parts of Europe, a startup's collapse was historically viewed with stigma, whereas in the United States, it is often considered a valuable lesson.
  • Defense Spending: The US benefits from a tightly woven academic-military-industrial complex. Europe's long-term lack of spending in military capabilities has eroded its capacity for pioneering research.

A Path Forward: Grounds for Cautious Optimism

In spite of these hurdles, one can find causes for optimism. Policymakers are increasingly aware of the existential challenge and have begun to advance serious reform. Key reports on EU competitiveness and the single market point to the necessity of major reforms.

Given appropriate incentives and rule changes, these assets might enable much higher degrees of business-led breakthroughs.

The continent retains considerable advantages: skilled human capital, excellent schools and universities, and premier labs. Alongside a large internal market and substantial household savings, these elements could unleash a new wave of investment and entrepreneurship.

Crucially, even if the EU does not become the leader in creating next-generation tech, it can still dramatically increase productivity by implementing and tailoring advancements from other regions.

A Critical Juncture

Europe now stands at a critical crossroads. To paraphrase a famous line, decline often happens "slowly, then all at once". To date, the continent's technological decline has been gradual. However, if it fails to take decisive action to tackle its structural weaknesses, today's slow erosion could turn into a rapid and permanent loss of world influence.
